Unwanted charging by mobile radio service

My BSNL Prepaid mobile number is 919449710833. I am charged for Rs.19 on 8th of October for mobile radio service, which I never subscribed. I got the message from from 12630019 that I am charged for Rs: 19. Please help me to stop this illegal charging.
