Need to change name in electricity bill

Hi,

My electricity bill is in name of owner of house from which my mother bought 50 years ago, that owner now died and recently few years back my mother also died, now i want my electricity bill to be in my name.

But the babu in office is saying if the person (old owner) and my mother wont come, the name wont change to my name, Please help me to get this resolved.
