Pan Card not recieved since last 2.5 yrs

To the authorities concerned:-

I had applied for the Pan Card 2.5 yrs back. I got the Pan Card Number in time, but have not got Pan Card till date. When I tried to reach out to the customer care help line at 0222499650. They don't take the calls.by chance, one day, some one ansewred my phone, then he replied that my documents are not matching. Then, as per his suggestions, I faxed the documents to NDSL, but did not get any response. I again touch based with customer care. they said: they have not recieved any fax.

on their suggestions, I sent the documents again through courier. Since then, I am waiting for their reply. I have tried a million times to call them up, but no replies.
