Non Receipt of PAN Card

I have submitted twice 49A for the same as follows:-

Appl No.031972867, Coupon No.019629458 dt 24 sept and Appl Nn.033410478, Coupon No.021756254 dt 11 dec. website shown Card already dispached on 13 oct & 08 jan through UPC but still not received. I have already written No's of mail to GSD UTITSL & PAN Delhi but no positive action taken by all of them.

Today I have also submitted a scanned cpoy of hand written appl

to GSD and PAN Delhi for the same.
