Non-receipt of PLI Pass Book

I had submitted the filled in form along with cheque of Rs.5750/- on Union Bank of India bearing No. 21886 dt. 22/08 in favour of Senior Post Master Ramesh Nagar Head Post Office towards monthly installment of PLI for August to Mr. Veer Singh, a designated agent of PLI. The amount had been debited from my bank account on 01/09 and Mr. Veer Singh had informed me that my policy was commenced on 31/08. Now almost a month had passed and I have not yet received the PLI Pass Book and certificate. The installment of September is already due and since I have not yet received the pass book, I am not in a position to deposit my installment for September. In case I cannot deposit the September installment by 30/09, then who will pay the penalty. This is not my fault and the onus is on the Postal Department. I am told by Mr. Veer Singh and one Mr. VP Gupta that the concerned officer has not yet signed my file. However, I know persons who had done the policy much later than me, they have already got their pass book and certificate. This is lack on behalf of the concerned officer in Dept. of Posts who is just sitting on file and his intention is not clear. May I seek your intervention into the matter to sort out the issue at the earliest.
