GPRS facility not given even after payment of required amount

I paid Rs 499/- for activating GPRS connection to my M no. 09937878130 on 04.04.2009 . They could not install the required software in the mobile. After regular follow for a month it has not been activated. Since the payment is not monthly basis hence the amount paid become fruitless. Their customer service agreed to refund the said amount, but till date it has not been done. It is a kind of failure in providing better costumer service and giving undue mental pressure to the customer.

Therefore i would like to lodge a complaint on the party for refund of the money paid.
