Wrong deduction

I had activated GPRS plan MO for a day and wrongly deducted 30rs instead of 15rs. I called theCC and the reason they gave is server is down so ur request could not be registred. I had deactivated the service exactly after 24 hours and for their mistake they make me pay. This is not the first time they give such reason as server is down. Still I get the conformation that request has been registred so pls tell what type of server they follow as they say something else.
