Balance problem - reg

I am having a prepaid AIRTEL connection since 2003. But for the past one year, when my balance comes down to Rs. 40/- a recorded message that my mobile balance is low. But the minimum call charge is RE.1/- in this plan. Then is there any logic in playing this messgae for each and every call. I am totally upset by this manner.

Also, please inform whether any reply will be given by the AIRTEL people? Because I have spoken with the customer care peoples many times in this regard.
