Charging 4 rs per unit of current

Respected Sir :

My house owner is charging 4 rs per unit of electricity for the current which we use at our house. As we are from the lower middle class Family we are finding difficult to sustain this cheating. Even after complaining to the government authority they are not taking any action against them. Kindly do the needful.
