Exceutive visit at Home without Information

The payment made of electricity bill through cheque but Electric Department's member said chq not received cheque is not Receive by electricity division..I need transparency on this work. I have deposit chq directly in electrical sub station after that Person visit at home in absence of me to collect a payment Either confirm to own department.
