Refund of failed tkt booking

I have booked my ticket on 07/09 for bangalore to hyderabad. The ticket failedin booking. KSRTC site provide OB no. to refund the amount. For this either you have to mail on given ID or have to call on given no. Ihave mailed many times but nobody is responding and no one is picking up the phone also. Nobody is responding.
