Renovation work carried out without permission in old building & due to which cracks in slabs

I, Mahesh Wadhwani Chartered Accountant by profession living in Dinesh Apartment, Flat No. 4, C-11/61, Near Bhatia Hospital, Ulhasnagar 421005, facing serious problem from my neighbour Mr. Haresh Totlani working working for Bank of Maharashtra. He has carried out renovation work at Flat No. 7, 2nd floor, in the same building without taking UMC approval, he has removed the old tiles and due to which we can see there are log of cracks in Slabs. The building is very old.

Flat No. 7 is above my flat no. 4, due to which there is lot of leakage problem in my ceiling, you can see lot of cracks in Slab, any time building my collapse if this kind of work goes on in the building.

I requested the flat owner so many times Mr. Haresh Totalni, working for Bank of Maharashtra and his son Mr. Girish Totalni to repair the ceiling of mine, but they are showing Dadagiri and said UMC can't do anything against them they are having lot of money they are not bothered about UMC.

I request concerned person at Ulhasnagar Muncipal Corporation to visit Dinesh Apartment Flat No. 7 2nd floor, c-11/61 Near Bhatia Hospital, Ulhasnagar 421005, and show Mr. Haresh Totalni the power of UMC. They have 2 Flats in the same Building i.e. Flat No. 7 and Flat No. 12.

Please help the residents of Dinesh Apartments before the building collapse.
