Unauthorized disconnection of phone services

I took airtel postpaid connection in the year 2007 and used that phone for 3 years. in i found that there were loads of discripensies in the phone bill, for which i contacted airtel office time and again. i also contacted airtel relationship centre where it was found that the discrepensy in the bill was of Rs. 8500/- for which they offered settlement of Rs. -. i finally settled off with that amount and closed my postpaid account and got it converted to prepaid account. they asked me to submit all the papers again which i did submit in the airtel relationship centre. on 3rd of nov. they disconnected my phone services without any prior intimation. all the incoming and outgoing calls including the calls to airtel complaint services were barred. when i contacted the airtel relationship centre, they told that the papers submitted by me have been misplaced and i have to submit it again. i submitted the papers third time and they promised that my phone will be started in 4 hours, it's already 3rd day, and the phone is not yet started. my complains are:

1. i am a doctor on emergency duty, and in view of diwali and festive season, i am on emergency duty in a rural area. and my phone is inaccessible. inability to be contacted on time may jeopardize the life of lots of people as most of the medical staff is on leave

2. since the papers submitted by me on all the three occasions were official documents, i would like to know their whereabout and the person responsible for loosing it.

3. even if the papers were not available with the verification department of airtel office, they had my address (they sent the phone bill to same address for 3 years), they never bothered to call me or inform me before disconnecting the services.

4. even the facility to contact the airtel complaint number i.e 198 has been barred. so there is no provision to contact them

5. i have given my address and identity proof 3 times and they never bothered to verify it. they arbitrarily disconnected the phone without any verification.

6. i have been using this number this last 3 years and all my patients are having this number. if i change my number from any other service provider, my patients will have no means to contact me.
