Call cost Rs100 per 17 Seconds

Sir / Madam,

I am unsatisfied with Idea services. I got an international missed call. I phoned back to the Special number of Austria, unknowingly. I had not expected the call cost (Rs100 per 17 seconds). Don't you think it is too high? What are Special Numbers? Why should we pay so much amount to call those numbers? Is it not corporate cheating?
