Activation punjabi portal service without permission

R/S On 20.7.11without my permission the obove provider has activated PUNJABI PORTAL service on my mobile no 8872400664 . I donot know what is this service and i never used it. Today i called custmer care but no solid responce. The service provider IDEA has added Rs.30 in my monthly. Kindly take the matter. Thanks.
