Wrong billing for my cellphone

I am Gean Mathews from Karnataka,

I happened to enable ISD rate cutter 1ps/sec (for canada and US) which is 59rs for 30days. I did it on 29th July.

However, I was able to enjoy my rate cutter plan for just 1 or 2 days, after that I started getting billed for 3ps/sec. I called customer care many times and as its a paid customer service, I expected a better response. It was really annoying to have someone disconnect my call for various reason like as I am not able to speak in Kanada.

Well I am not at all worried about their way of working. I want my issue to be resolved.

I have complaint number- SR 1-17124866614,

Second complaint number- SR 1-17103932658

Later on I got that these complaint could not be resolved, with no explanations.
