No connectivity

I have recharged my Idea net setter with Rs. 349/-. after that i am not able to download and upload any data. 100s of calls to the customer care proved futile as they keep saying main balance is low. i dont understand what is this main balance even after i sucessfully recharge for Rs. 349. Pathetic service i must say.
