Restricted Calls while travelling

I have been using Idea's prepaid services for many years without serious complaints. Suddenly I find that while traveling from my home town (Pune) in Delhi, UP and Utharanchal, I am unable to make calls even though I have connected to the local Idea network, though incoming calls and smss come through. The mobile display show Restricted service, even though there is more than Rs150 in the prepaid account. Outgoing call get cut as soon as the called party picks up the phone but Idea does not hesitate to charge Rs 1.50 for the denied call!!
