Rejecting MNP request for changing network from IDEA

This is Dheeraj. My mobile number 9951349444.

I have applied for changing network from idea to vodafone.

But idea people rejected my request for 3 times for the reason "Contractual Obligation". When i asked the customer care peolpe they are not telling the correct reason. They are saying that there are 6 reasons reasons to reject. Thats

it. They are not saying the correct reason for me.

Please do the needfull for me on this issue.
