MNP - No one picks the call at 1900

I have been using Aircel for the past two years and have had so many problems with the network. Never have my calls been connected in the first go, nor people trying to reach me can connect.

I also changed the handset but the problem persists. I want to change my operator thru MNP, but the problem is no picks up the call at 1900 to provide with the code. This whole MNP service is a sham, and Want to goto the consumer court.
