Wrong Billing

Airtel has billed 9500Rs for GPRS which is not activated on my number 9900002239 and their collection executives are harassing us to pay the amount they are also randomly calling all the numbers that are dialed from my number and telling them that we have not paid the bill. Using the customer details is an offence as per the agreement signed. We need help on this.
