Port out misguide

I applied for port out of the service a few days back. On 26th march I got a call from Airtel of Mr. Bhan Prakash promising me a better plan if I do not port to be activated in 48 hours. I accepted the offer. My plan has not yet activated.

Is Airtel trying to just mislead the customers and trying to delay the process of porting out of the service?
