Grievance Against Landline broadband connection

I would like to lodge a complaint against the company Airtel for Harassment and repeated bill generation after being asked to sever the connection (Land line : 01141078280 / Broadband). The Situation as is:

I had asked the airtel customer care people to get my connection shifted to my new address around July 15th. After 2 weeks of not getting any response from them, i called back and was told that the connection cannot be shifted as the new area did not have distribution lines. I asked the customer care representative at that time to please cut the connection and refund the RS 1500/- Deposit taken in the beginning. After that i kept getting calls for bills being pending. I have called the customer care repeatedly and asked them to please cut the connection. Today is the 22nd of november and they still have not done the needful. Instead they are generating bill after bill when their equipment is lying dismantled at my house.

I have contacted and complained the concerned guys infinite times. Each time I get to hear that it will be done today but unfortunately its not done as yet. I do not understand why my connection has not been cut as yet. I am sure that my paltry Rs 1500/- a month cannot be so important that they are trying these tactics. It is not as if they will bankrupt if they cancel my connection

I would really like this to be resolved as quickly as possible. In case this does not work. Please suggest the next of action.
