PENDING BILL ADJUSTMENT

I am a customer of Airtel in Pune and I made a call in Mumbai after topping up my sim with Rs 66 R.V so that my STD becomes Rs 1 but still i was charged Rs 3.40 per min and when i complained in customer care on 5 of oct i was told that it was a mistake and the amount which is Rs 154, will be adjusted in 48 hrs but still tday that is 16 oct there is no action on it. Every time i call i am being told that it is pending and wait for 48 hrs more even i am not being told the contact info of Nodal officer and Appelate officer of Airtel Maharashtra region.
