Full TDR amount not refunded

I had online booked a ticket. But I did not travel since The train was late more than 3 hours. According to railway norms and regulation mention on site, in case a passenger does not travel due to above mentio reaso then full amount should be refunded but only half amount has been refunded in my account..???

Want to refund remailng balance as soonest...
