Dealy in refund

Dear sir,

This is my PNR No 4310953652 which i had filled that the "train is running more than 3 hours" and i have filled on 29 sept 09, but as per rules the refund of money is 90 days and it had over almost but not yet recieved the money so please file the complaint on IRCTC and SWR (south western railways)..
