Not getting TDR refund

I have filled the TDR for the PNR no. 8346251575 on 30th sep. 2010. still i am waiting for my refund already 8 months over . many times i have communicated to customer care IRCTC by E- mail but always i am getting same reply "forwarded to railway dept. when refund will come it will credited to your accound". what nonsense the people doing who are sitting there in IRCTC.
