Server failer but withdrawal problems

Sir/ Madam

With you due respect I am having account number 039010100494946 Name SHAMBHU NATH I am having a problem with transaction dated 18/07 Amounting Rs 5000 I have-not withdrawal the money I went there to withdraw money but your ATM was not working so I withdraw money from ICICI ATM amounting Rs 700. I have already gone 2 times to bank and given complained in written and complained on your customer care also.

I have read the RBI guidelines also under which you have to pay money in 12 days. I am attaching it so that you can also read it

Please look into the matter.
