Attachment of PAN CARD with tax challan

Sir

I sent one of my employee to deposit self assessment tax in Esplanade Branch. Unfortunately, the person collecting the tax challans informed him that as per the latest circular, the assessee has to submit PANCARD copy alongwith the challan without which the samne cannot be deposited. Therafter he paid the same in another branch.

Please let me know the details of the latest circular
