Cheating in Bill Payment service for mobile recharge

I have a salary account with ICICI Bank Ahmedabad. I have used internet banking facility for recharging my reliance and tata docomo prepaid cards. My balance was debited from my account balance and I have neither receive any talk time nor receive balance revert. Recharge Amount for Reliance number 9016050767 was Rs. 30. on 17 Nov Tras Id. BIL/189000188/1103/919016050767/919016050767 and Recharge Amount for Tata Docomo was Rs. 100. on 18 Dec Tras Id. BIL/195141422/1203/919033017630/91903. I have complained in the ICICI Bank Drive in Cinema branch in Ahmedabad. I have also made complain in Customer care of ICICI Bank. I have not got any positive response from ICICI Bank yet. Please do needful.
