Without permission deduct dialer tone money

This is to inform that without taking my permission they started dialer tone & deduct my Rs.22 i complain on tall free number they ask for not refund to me.how can you deduct my money not taking your dialer tone service so refund my money as early as possible other wise i think to change my service provider.i am very old customer from your company
