Unfair and discriminatory policy

I am ICICI bank's Credit Card holder. This is a problem that I have been facing from ICICI bank.

My request for Personal loans, EMI card, Foodbazar card, are constantly being turned down, due to the fact that I live in Jogeshwari West. It happens that the ICICI telemarketing executive calls, explains about products, and then refuses to proceed when told about Jogeshwari West.

I'm a technical graduate, Creative Head in a company, I have no criminal record, I file my IT returns on time, and hold HDFC gold credit card, own a HDFC financed house, and no repayment defaults. ICICI has issued Gold credit card to me (no defaults from my side), but I feel in that my residence area may have been overlooked in this case.

ICICI bank does not even bother to check my documents. The staff bluntly refuses to proceed with the request stating the reason that ICICI has categorised Jogeshwari West as a Grey Area, and no offers can be made. I am asked for another address for proceeding with my requests.

On what basis does ICICI can take such measure? Is it a RBI directive? Or is it that Jogeshwari West is dominated by Muslims, and ICICI does not want to provide services to them. I understand that every bank reserves the right to offer products to its customers, but that is after the documents are checked / verified.

Please explain this discrimination, because I feel too offended when I am refused ICICI products at malls or by ICICI telemarketing without asking for documents and verification.
