We were trying to book through IRCTC web site for the past 20 days and till 2PM the web site is very very very slow. we wrote a complaint to IRCTC through their website and we received a reply that was not convincing..here is the reply that came
We regret the inconvenience faced by you. The payment gateways do give problems sometimes; but most of the issues are due to connectivity/bandwidth problems rather than anything else. We at our end as well as the Banks and PGs are continuously making efforts to upgrade the infrastructure to cope with the increasing traffic. Today our site handles more than 250000 transactions daily worth. The bandwidths and associated infrastructure are simply not keeping up with this rapid growth. But definitely there are a lot of inputs going in towards improvements to the customer experience.

till today it is same problem. We tried to speak to the authorities concerened but phone is always engaged and some numbers are out of service.
I request the forum to take this complanit with the Railway Minister and we hope it will be rectified soon.
