Refund of fare in case of proper coach not attached

Sir

Sub: Claiming refund of fare on account of travelled in lower class

I am following up with IRCTC for past three years - no action nor proper reply. My refund application got cancelled stating that "refund not valid in case of completion of journey till destination"

I have booked in 1st AC - at half way they have shifted to 3rd AC - when refused, TTR assured us the differnce of fare will be refunded and issued form of certificate A

The details are below

PNR#2462927621, Date of journey: 28.07.2009

Destination: From NZM to VRI

Booked class: 1ac in cabin B

Train#2652

Lower class alloted: 3ac Seat#41, 44. coach#HA1/94029

Travelled from BZA to VRI

Reason: Electrical technical problem occured in 1ac coach while travelling

Form of certificate A for granting refund No.160526
