Egarding the documents of my bike

Respected Sir/Madam,

Myself Baraskar Gourav Kishor. I have bought Honda unicorn dazzler from Munot automobiles, Barshi on 26/6... I have paid him all the money in advance..But still i have not got my bike's paper till date from the respective authority..I am facing lot of problems regarding that..I have been fined by RTO department... I am finding difficult to know who is the culprit (RTO department or dealer)... Please help me regarding this...
