No Refund after cancellation of trip

I had cancelled my trip to Delhi from Kolkata on Air India, I was promised a refund within 7 working days through an email confirmation, Its been almost 20 days I have not recieved my refund nor do they respond to any emails now or the Call centre says that it is not their department. This looks to be a big harrassment.
