As per the rule by the transport if the private or public vehicle carries the passenger above the licensed limit then the offender is fined.
the same case is also applicable for BEST buses where the total licensed capacity is mentioned on the plate which is present in the each and every bus.so in this case why the rule is not followed and the RTO mumbai is not fining the BEST authority.
