Performance of Bike in Monsoon

Bike Race falls to zero when starting in rains. I checked battery and petrol tank. Due to heavy rains water had seeped into the petrol tank and carborator. I got this resolved from a mechanic,

He also put handle cover and fuel tank cover. He mentioned that it is common for bike engine to cool down due to rain water.

He explained that the spark plug current falls to 10 Ampere from 12 ampere in cold/damp weather.

He reduced the gap so as to increase the spark plug effect.

Despite of all these measures my bike stops responding. I keep on kicking with the choke ON but the race continues to fall down and the engine stopping.

I hardly see any bikes on road facing such problem. Is any replacement of part is recommended? or what could be the reason for such degraded performance? its the second year of my bike. I bought it on 4th july
