No Refund and no connection

I made a request for installing a Reliance broadband connection at our site office at IGI Airport, New Delhi.

All the documentation was done along with the cheque of amount Rs 6070.

But no installation was done by Reliance, due to some technical problem from their end.

Still the cheque was en cashed and it is almost a two months, no refund has been made, despite of their promise of full amount refund within 15 days.

And now the Reliance Executives have even stopped to pick my phone calls.
