Excess baggage ticket

I was allowed 50kg checkin baggage in AI 126 in Chicago to Delhi, but in the connecting flight IC7601, the AI management forced me to pay for 20kg (Rs 5190) said only 30kg is allowed. AI/IC shouldn't have issued the tickets and would have stated only 30 kg is allowed in IC while booking the tickets. I need the above amt to be refunded.. let me know whom shud i approach..
