Non Refund of money by indian railways on computerised booked ticket

I booked my ticket frm Bhopal to Delhi through RAILWAYS BOOKING COUNTER at Sarojini Nagar Delhi on 12.5.2009 at 8.50 am. The Details of my ticket are as under:

Amount of Ticket 1325/-

When I reached railway station I was denied place in the train as it was waiting list 1 at the time of final chart. I went to the cacellation counter where I was told that the reservation man has entered a wrong no and the computer wa not accepting the details of the ticket. I was then asked to deposit the ticket at the

railway station and get TDR Ticket Deposit Reciept. I deposited the same with Railway station and obtained the TDR . I was told that the money will be sent to my residence within three months but even after three months I have not got the money back and dont know where to approach for the refund. Kindly help
