Train late more than 3 hours but no refund

Train late more than 3 hours and as per process filled TDR but very shameless reply of IRCTC and Railways is attached.

"Sorry for the inconvenience. Kindly note that your refund case of PNR No. 2517885311 has been forwarded to CCM/NR on dt. 06-jan We have already issued Reminder No. 1, 2, 3, 4, 5, 6, 7 & 8 on dt. 15.04.09, 25.05.09, 24.07.09, 28.08.09, 17.09.09 & 17.11.09, 29.12.09, 10.02.10 to concerned railway to chase up the case. But despite reminder refund yet not received from the concerned railway. Now we are sending a Reminder No. 9 dt. 02.04.10 with all the papers pertaining to your refund case to concerned railway to chase up the cases. As soon as refund, if any, received it will be credited to your card account"
