Refund against waitlisted ticket

I am not getting any response from IRCTC despite repeated reminders by mail. More than 5 months have lapsed after presenting the matter to IRCTC, but neither refund received nor any proper reply. At begining it was stated by IRCTC that the matter has been refered to Railways and it will take about 3 months for sattlement. Since than there is no responce from IRCTC. The details are as follws:

>Date of Booking : 11/05 10:07:40PM

>Date of Journey : 05/6

> From: AHMEDABAD

>The ticket was meant for 2 persons, having following status;

>1. A1/0006/CONFIRMED

>2. 0000/RLWL 1

>The waitlisted seat was not confirmed till the date of journey and the passenger was not allowed to travel on above ticket.
