Refund not received

I have booked a ticket paramount airways flight no. I4782 on 06.02.08 (PNR no. 009TWW) from BLR-MAA. Later I have cancelled the filght due to enormous flight delay. I was told that refund will be done 4~5 working days. But even today (12.03.08), I haven't received any feedback. Whenever I call their complaints nos. I was told that it will be refunded but nothing seems to be happening.

I would like to know how to take up this issue to consumer court.
