Refund of Booking Amount after cancellation of Plot booking

Dear Sirs,

I have booked plot#27 in Green Land Township on Padra road, Vadodara being constructed by M/s Rama Realities, Vadodara & paid the booking amount (50%)by cheque and I am having receipt from builder. The plot is not registered in my name (in registration office) as some of the NA permission was pending. 3 & half months back in intimated the builder / plot holder that I am cancelling my booking and want my money back (informed through e-mail, SMS & over mobile). The builder told me that he will reimburse the amont within 3 months. Now builder is delaying the payment and replied that he will give money only after selling the plot to other person. Sir, Kindly advise me how to get my money back as I need it urgently.
