MNP Problem

I first Raised a request for MNP from Idea to Airtel as my company requested to use the data services, I raised a request on 25th and submitted the docs to airtel on 25th feb and porting process started on 26th and i got an sms from 1901 saying that " request rejected by donor due to there are subsisting contractual obligations from the subscriber agreement". I called up the customer service on 2nd and they said that nothing was there and u will get an call from support for that and u ned to wait for 24 hrs, i waited for 24 hrs no call and so again i called and same answer for an week by calling night and day and on 9th of march in the afternoon they said that ur free to go to any provider, so i asked the airtel guys to start the process and did the same and to day again the request was rejected by idea, when contacted the same answer ur free to go again my mnp expired and requested for a fresh port code and applied for the process, i am idea guy for 11 years and they had my security deposit of 7, 100. I dont know why these guys are doing like this and there is no chance of complaning about the customer support to other superior guys. If they r feeling for a customer to port out i ported inn 2 of my airtel numbers to idea, then airtel guys done that to fast why these idea guys are doing like that, and even the service in some of the areas are pathetic and nothing happens calling the customer support, they says problem with ur handset, iam gadget guy changing the handset for every 3 months and my handsets ranges above 25, 000 and above. even some of the customer support guys answer very riduculous. How can i go further and complain about these guys to the higher authorities.
