No Network Access in Delhi

I have a postpaid idea connection taken from Haridwar distt. of Uttarakhand. Recently I moved to Delhi. Here I got "No Access" even on manual selection and 3G network is not coming in dual as well as 3G mode. When i reported the problem to Idea Custome Care, I was told Bill has to be paid.

How Disgusting if bill is not paid than calls should be blocked or internet should be stopped.but "no access" to network is not understandable. It seems to me Idea wants to torture the customers by doing so.

Please explain the reasons Idea.
