I have applied for MNP from LOOP MOBILE to VODAFONE.

LOOP MOBILE is rejecting MNP on flimsy and varied excuses.

If MNP is a consumer right, LOOP MOBILE should be taken to task for rejecting it. There should be a detterent to ensure they do not harass consumers.
