Un known call and no body speaks

Hi Sir / Madam,

My sister in law is getting a call from 9633973307 and once she lifts the phone then the person does not speak. This is happening from last two days.

Can you please let me know how to track the person? or can we punish him. I also tried to call from my mobile and he / she is not picking the phone or does not say hello also.

Can you please let us know how to handle this case.
