Non receipt of IT refund for 09

Dear Sir,

I have electronically filed my IT return for 09 at Rudrapur. My refund amt approx 13000 INR has still not reached me. I have taken repeated follow ups from the IT office Rudrapur but no sincere response is coming. It is too late by the IT deptt. Please justify the reason for this damage and provide me my money.
